2019 LMC Think Tanks Partnership Dialogue

LMC International Security Projects Promoting Meeting

On 17^thDec. 2019, LMC Think Tanks Partnership Dialogue washeld in China Kunming. There were 65 participants including scholars, government officials and other representatives from international organization sand international security companies from China, Laos, Myanmar, Thailand, Switzerland and UK.

·2019年12月17日，澜湄合作智库伙伴对话会在昆明举行，来自中国、老挝、缅甸、泰国、瑞士、英国的专家学者、政府官员、国际组织、国际安保企业代表65人参加会议。

The meeting carried out discussions based on 4 themes: LMC Think Tanks Partnership Network Building, LMC Cross-Border Economic Cooperation, LMC International Security Cooperation and International Security Projects Cooperation. Participants signed Meeting Minutes and the meeting was supported by China Institute of International Studies (CIIS) and the Global Center for Mekong Studies (China Center)(GCMS).

·会议围绕澜湄智库伙伴网络建设、澜湄国家跨境经济合作、澜湄国家国际安保合作、澜湄国家重点安保项目推介等四个专题进行交流探讨，与会智库机构签署会议纪要。会议得到中国国际问题研究院、全球湄公河研究中心（中国中心）的支持。

The meeting was hosted by Mr.Jin Cheng, Former Chief Councilor ofForeign Affairs Office of Yunnan Province. Mr.Jin Hao, Secretary General of Yunnan Provincial Committee of Revolutionary Committee of Chinese Kuomintang, made the welcoming remarks: implementing the consensus of leaders of LMC countries and building a network platform of LMC think tanks are important ways to promote consensus formation through consultation.

·会议由云南省外办原巡视员金诚主持，民革云南省委秘书长金昊在会议致辞中说，落实澜湄国家领导人共识，搭建澜湄合作智库网络平台是推进通过协商形成共识的重要方式。

Discussion also surrounded topics as follow: LMC Regional Economic Development Belt building plans and security problems of infrastructure construction projects of China-Laos railway, shipping along Mekong River and China-Myanmar transport channels.

·会议代表对澜湄流域经济发展带建设方案进行研讨，对于中老铁路、湄公河航运、中缅运输通道等基础设施建设项目的安全问题讨论方案。

After discussion, all participants had got to the consensus that we need the joint action from all parties on international emergency rescue, key projects protection, international security laws forming, the legitimate rightsand interests of citizens protection and othersides, to carry out the B&R international security cooperation, to safeguard the interests of investors invarious countries, to actively respond toemergencies such as natural disasters,new contagious diseases, armed conflicts, damage to transport channels, socialsecurityissues in cross-border economic cooperation zones, refugee crises,international terrorism, transnational crimes, network security and etc.

·会议认为，开展“一带一路”国际安保合作，切实维护各国投资者权益，积极应对自然灾害、新发传染病、武装冲突、运输通道受损、跨境经济合作社会治安问题、难民危机、恐怖主义、跨国犯罪、网络安全等突发应急事件，在国际应急救援、重大项目保障、国际安保法律、维护公民合法权益等方面，需要各方参与共同行动。

All participants agreed with the proposal of establishing LMC International Security Cooperation Alliance.

·会议支持共建澜湄国家企业之间的国际安保合作联盟倡议。会议建议中国开展研究制定海外安保适用法律。

The meeting suggested that China should start to research and draft overseas security applicable laws. And it supported that LMC countries would useforums and exhibitions such as LMC Think Tank Partnership Dialogue, LMC International Security Project Promotion Meeting as the platforms to carry out dialogue and consultation, legal discussion, joint research and security project cooperation, and establish a LMC International Security Enterprises Contacting Office in Kunming as the coordinating and contacting organization.

·会议支持，以澜湄合作智库伙伴对话会、澜湄国家国际安保项目推介会等论坛会展为平台，开展对话协商、法律研讨、联合研究，提供安保项目解决方案，在昆明设立澜湄合作国际安保企业联络办公室作为联系协调机构。
