In order to implement "Kunming Declaration" of the 2nd Leaders Meeting of GMS Economic Cooperation, to complete cooperative mechanism and to strengthen infrastructure construction, permitted by CILT China, participated and founded by experts and scholars and think tanks and organizations from GMS countries, GMS Logistics Research Center (it is abbreviated to GMSLRC), is founded in December 2005 as one of the international think tank, and one of the famous Asia Economists Ph.D. Warin Wonghanchao(Thailand) is invited to be the Chief Expert.
In order to implement "Suggestions from the State Council about Supporting Yunnan to Speed Up Building the Important Bridgehead of Southwest Opening"(No.11[2011] issued by the State Council), in November 2010, permitted by Kunming Municipal Party Committee and Municipal Government, formed by People's Government of Kunming, GMSLRC, Kunming University of Science and Technology and other organizations, Kunming Opening Asia Transportation and Logistics Research Institute (it is abbreviated to KOATLR) is founded as one of the governmental think tanks, and the President of the Thai National Assembly and the Speaker of the House of Representatives Mr.Somsak Kitasuranont is invited to be the Honorary Consultant.
In order to implement the policy to form Yunnan to be the radial center facing South Asia and Southeast Asia proposed by China’s President Mr. Xi Jinpin, to implement "Suggestions about how to Strengthen the New Type Think Tanks with Chinese Characters" issued by General Office of CPC Central Committee and General Office of the State Council, to meet the reqirements of "Vision and Action about how to Promote the Joint Construction of Silk Road Economic Belt and 21st Century Maritime Silk Road" issued by NDRC, Ministry of Foreign Affairs and Ministry of Commerce, authorized by competent departments, it is renamed to be Kunming South Asia & Southeast Asia International Logistics Research Institute (SSILR) in January 2016 and registered to be the social Think Tank, and the Project Expert of UN South-South Cooperation Mr.Liu Jinxin is invited to be the President.
SSILR is one of China’s 5 founding council members of GMS FRETA;and SSILR also one of connecting think tanks of Researching Office of Yunnan Provincal Party Committee, Yunnan International Regional Cooperation Office, Yunnan Lancang River- Mekong River Sub-regional Economic Cooperation and Coordination Leading Group Office, Kunming Municipal Government, Financing Service Office of People’s Government of Yunnan, Yunnan Lancang River- Mekong River Sub-regional Economic and Trade Cooperation Center,Yunnan General Chamber of Commerce, UNESCAP, UN South-South Cooperation Bureau and other organizations.

Scope of Business:
SSILR is occupied in researching and planning on the topics related with the Belt and Road interconnection and interworking, with South-South cooperation fileds; in supporting the strategic consulting, social survey, market survey and agency services for governments, enterprises and industrial organizations; in supporting engineering consulting, research plans, projects investment and other services for international major projects; in participating in drafting international rules, regulations and other related activities organized by international organizations; in building the external communication platform to negotiate, coordinate and solve problems; in organizing and undertaking international exhibitions; in issuing and publishing the research achievements.
In order to carry out “Five Years Working Plan of LMC(2018-2022)” and to support intellectual supports, we are looking for one governmental-industrial-academic cooperation pattern to form one two-tracks team and think-tank network of LMC. In 2018, according to the developing experiences of international hing-end think tanks and Chinese regulations and policies about social organizations, SSILR has continued completing Experts Commission, Academic Commission and Council; SSILR has built one channel of providing decisions consulting services for governmental or party departments from social think tanks; SSILR has innovated the researching patterns of high quality think tanks’ products for South-South Cooperation and connectivity of LMC;SSILR has built one financing and results transferring marketing mechanism for international think tanks; SSILR has built one international think tanks networks for LMC; SSILR has supported decisions making consulting services for governments; SSILR has provided international professional services for oversea investment enterprises.
The Academic Commission is divided into Southeast Asia Research Department, South Asia Research Department, International Cooperation Department, LMC Logistics Research Center, LMC Legal Research Center, International Security Center and other departments.
