Today a small step ,a big step in history
The BCIM Economic Corridor Connectivity Forum was held in Fuzhou city , China
On the 10th Nov. 2013, the 12th Annual Meeting of the China Society of Logistics, titled “The BCIM Economic Corridor Connectivity Forum,” will be held at Fuzhou. The GMS Logistics Research Center, the Kunming Open Asian Transport and Logistics Research Institute, and the Kunming Open Asian Financial Cooperation Strategy Research Institute will jointly host the meeting. The Kunming Pan Asian Gold Exchange will help organize the event, and the Bangladesh Consulate General in Kunming and the China Society of Logistics will also provide support. _37__ people will take part in the meeting, including government officials of Bangladesh and China, specialists, scholars, and high-level managers of enterprises. The goal of the meeting is to achieve a consensus on the definition, geographic region, elements, and transport galleries of the corridor, as well as a comprehensive transport network plan. Other topics of discussion will include the derivative financial goods like the logistics index and leverage made by stock exchanges of every country and coordination and cooperation for international financial opening, the meeting was chaired by the Consul General of Bangladesh in Kunming Ms.Shahnaz Gazi, Vice president of China Logistics Association He Dengcai attended the meeting and speech .

1. The purpose of this meeting is to promote communication between specialists and entrepreneurs in the fields of transport, logistics and finance. It will also play an important role in providing China’s academics in the logistics field and logistics enterprises with an understanding of the BCIM Economic Corridor.
2. The interconnection and interworking construction of transport infrastructure is fundamental to the establishment of the BCIM Economic Corridor. It can play a decisive function for the establishment of the BCIM Economic Corridor through scientifically outlining the comprehensive transport network and achieve the interconnection in all fields: railway, highway, aviation, water way, pipeline, communication, and others. In order to promote governmental and non-governmental participation, the conference support the establishment of the BCIM international logistics association, which is organized by research institutes, logistics enterprises, financing institutes and industrial organizations of every country. The conference can also reflect the demands of enterprises, support consulting suggestions for governmental departments, build the international cooperation investment financing platform, and give substantive supports to major transportation programs and important node construction projects.
3. The establishment of interconnection and cooperation in international finance can support sustainable progress in building the BCIM Economic Corridor. Private departments and public and private cooperation must support the infrastructure construction programs. In order to receive private financial backing, the conference encourages the innovative financial products research conducted by the Bangladesh Dhaka Stock Exchange, the Chittagong Port Stock Exchange, and the Kunming Pan Asia Gold Exchange; encourages gold and gold futures trading denominated in RMB; and encourages exploration for a method to set up the economic corridor logistics index. The conference also welcomes the Calcutta Stock Exchange to take part in the cooperative program and also supports enterprises to invest in establishing exchanges in Myanmar. The priority of the conference is to facilitate the international financial cooperation necessary to establish the BCIM Economic Corridor and to make the gold and gold futures trading business between private enterprises to be the major program of BCIM Economic Corridor building.
4. The conference considers the BCIM Economic Corridor to be the economic link connecting the Ganges River, the Irrawaddy River and the Mekong River; it is the land bridge to connect the Pacific Ocean and the Indian Ocean; and it is the gathering place of China’s market, the South Asian market and the Southeast Asian market. Building the BCIM Economic Corridor meets common economic and social development interests of all countries in the sub-region. The aims of building the BCIM Economic Corridor is to promote sub-regional economic growth, improve peoples’ living standards, eliminate poverty, maintain regional peace, and turn the region into the new engine behind Asian economic growth.
5. The BCIM Economic Corridor is defined as a transportation corridor or integrated transport channel. The Corridor will reach the four major cities of Kunming, Mandalay, Dhaka, and Calcutta and serve as a link between the Southwestern regions of China’s Yunnan Province, Bangladesh, Myanmar, West Bengal and the Eastern and Northeaster regions of India. The purpose of the corridor is to promote regional, national, and local economic development. The region is broadly defined as the whole territory between China and India, including adjacent cooperating areas.The sub-region includes an area of approximately 3,830,800 square kilometres and a population of about 696 million as of 2012.
6. The conference supports the BCIM Economic Corridor transport gallery “three horizontal and five vertical” lines plan developed by the Kunming Opening Asia Transport and Logistics Research Institute, and it supports starting multi-mode transport gallery building research. It gives priority to the construction of the Kunming-Ruili-Muse-Mandalay-Tamu-Moreh-Imphal-Silchar-Sylhet-Dhaka-Kolkata transport gallery, and it supports starting the Irrawaddy River Land-water Joint transport program in cooperation with enterprises.

7. The conference considers the interconnection and interworking building of the BCIM Economic Corridor and the development opportunities of logistics enterprises to include: (1) the construction and operation of the transport galleries, especially in the high speed railway and land-water joint transport; (2) the investment and development of international logistics parks, especially in the ports’ construction; (3) international logistics financial cooperation, especially in participating in the financing field investment; (4) the formation of an international logistics supply chain, especially in pursuit of the faster international transformation of enterprises.
8. The conference should set up the international financing special group in Kunming (CN) under the framework of the BCIM Forum, build the RMB settlement center, create the capital security mechanism for infrastructure construction, hold the BCIM financing forum and the sub-forum “BCIM exchange forum” that BCIM countries exchangein this meeting want to found to organize other kinds of joint research or program cooperation; it should give priority to start sub-regional international financing cooperation and transport interconnection and interworking, the regional trade arrangement, industrial connection cooperation, cooperative mechanism building and agreements negotiation.
9. The conference believes government departments should research or making policies, to create favorable investment situations for enterprises: (1) through smoothing communication channels to create situations for logistics enterprises to take part in the transport corridor construction, and to allow the enterprises to understand how to take part in programs and how to get a return from participating in the construction of the corridor;(2)through supporting enterprises to do the overseas logistics parks investigation and survey, especially by taking part in overseas port logistics parks planning research and helping enterprises get consulting support from international logistics experts;(3)through innovating the financial system to support the enterprises to set up BCIM Development banks, to support enterprises in setting up the logistics corridor financial index, and to support the non-government financing for economic corridor building; (4) through enhancing cooperation with every country’s bank organizations to start domestic currency trade and the logistics settlement business, to support China’s export credit insurance companies to build the branch institutes in relevant countries, and to support insurance services for cross-border shipping and transportation; (5) through establishing the BCIM logistics association by enterprises to do determine gallery analytics and define standards, to build a mechanism linking the government, enterprises, and international organizations, to encourage governments to start negotiations for the BCIM Economic Corridor cross-border transport agreement; (6) through innovating all kinds of cooperative mechanisms to build the information communication platform between China’s enterprises with overseas countries and support opportunities for China’s enterprises participating in international organizations, under the principle of “openness and inclusiveness, mutual benefit and win-win results”; (7) through international logistics personnel construction to create advanced situations for importing talent, the governments should energetically train high-level talent in the international logistics field, and use practical performance to judge talents; (8) through building the BCIM connectivity cooperation committee which can confirm the priority program after research and coordinate all kinds of resources to support the cooperation program construction and operation, it can support logistics enterprises to build the international credit system and build the international logistics informational system that adheres to market requirements.
The participants ask for reporting the consensus achieved on the meeting to relevant governmental departments of each countryand handing in to the joint working group of four countries with one voice; support creating more funds channels to the innovation financing products program agreed by the private enterprisesfor the infrastructure construction of the economic corridor connectivity; strive for taking the international financial opening and cooperation and “building the Kunming Regional International Financial Center” to the prior field and taking the” establishing RMB cross-border investment and trade clearing centers and settlement centers”; “carrying out the golden products trade grogram denominated in RMB” to the core projects in financial prior field.
